Anastasia Rastorgueva, Managing Partner of the Bar Association comments on the border between Chechnya and Ingushetia.
The agreement between the provinces on their borders is recognized as unconstitutional. Probably, the Federal constitutional court considers that this case can be referred to change of borders by mutual consent (article 67 of the Constitution of Russia). And then the change is already approved by the Federation Council (article 102). Probably, the Federal constitutional court considered that the first stage is executed: the consent between subjects is reached. And this agreement does not contradict the Constitution of Russia.
